Neighborhood Improvement Program

The Neighborhood Improvement Program (NIP) provides incentives in the form of rebates to assist Holyoke homeowners with funds to make needed home improvements. NIP is one of the oldest Community Development Block Grant-funded programs in the United States, created by an act of the Holyoke City Council in 1975. Over 2,800 grants have been processed to date.

Households must meet HUD income and other requirements. Applicants must own and live in a home in Holyoke to qualify for this program. NIP is funded by the City of Holyoke Office for Community Development, Community Development Block Grant Program.

Examples of eligible improvements include:

  • New siding*
  • New wiring
  • New plumbing
  • Insulation*
  • Storm windows and doors (new)
  • New heating/hot water
  • Lead-based paint, asbestos removal*
  • Any other structural deficiency

Smoke and heat detection systems are now MANDATORY in all homes.

*These improvements and others not listed may fall under the SAFE LEAD PRACTICES regulations and require contractors to be certified (CHECK WITH US).

Those interested in applying for a NIP grant should have at least two quotes for your project (or each part that requires a different provider) and gather the household’s financial information. As required by Federal regulations, the income and assets of every adult in an applicant’s household are considered to determine if a grant can be awarded.

Rental Neighborhood Improvement Program

OneHolyoke assists owners of multi-family housing of three units or more in need of repair with building improvement loans that help ensure residents live in well-maintained, habitable apartments.  Qualified owners who are planning improvements may apply for up to $21,500 per unit, for 3% annual interest.

Applications must be processed before improvements are made.

  • Loans are subject to rental caps and other conditions of Department of Housing and Urban Development (HUD) funding
  • Low-interest loan (3%)
  • Multi-family properties with at least three units
  • Provides up to $21,500 per unit
  • Tenant income restrictions
  • Property must be located in Holyoke
  • Applicant must be current on City of Holyoke property taxes, utilities and other services for all properties
